In some industries that require government guidance, projects subsidized by the government for construction and operated by enterprises for profit often appear, such as various traditional industry digital transformation projects that are currently popular. Since part or all of the project funds come from government funds, and the project will eventually be delivered to the enterprise, a project actually has two owners. Due to the different demands of the government and the enterprise, more complex problems need to be coordinated during the project implementation process.

Taking the digital transformation of traditional industries as an example, most governments have the following needs:

  3. The project must have highlights different from other regions to facilitate inspection and acceptance by superiors.

The needs of enterprises are diverse and complex:

  1. Some enterprises have insufficient understanding of technological upgrading and are not enthusiastic enough. The government spends money to upgrade me, so everything is fine.
  2. Some enterprises hope to use government qualifications to do a good job in technological upgrading that they have always wanted to do but did not have the money to do at one time.
  3. Some enterprises themselves are repulsive to new technologies and do not want the government to move their venues and production lines. Due to the delicate relationship between government and business, they dare not say it clearly, and do not cooperate with the contractor during the project implementation.
  4. Some enterprises do not want to share company production, sales, quality and other data with the government.

Project contractors face complex customer relationships and diverse needs. How to complete the project efficiently and with high quality with limited costs and limited time, and achieve a win-win situation for the three parties, requires efforts in many aspects.

  1. When it comes to government and large enterprises, great attention must be paid to data security.
  2. Since there are two parties of owners, it is necessary to thoroughly sort out the needs of each party. It is not about understanding the needs of the other party indirectly through one party, but face-to-face, written confirmation of every detail, and finally overall analysis to present multi-party needs in one project.
  3. For equipment and technology selection, listen more to the opinions of enterprises. After the project lands, it must be able to truly help enterprises.
  4. It is necessary to consider government needs, collect and analyze data at the technical level, and assist the government in judgment and decision-making.
  5. Do a good job in customer training to facilitate customer use.
